Revert "Reland "r364412 [ExpandMemCmp][MergeICmps] Move passes out of CodeGen into opt pipeline.""
This reverts commit r371502, it broke tests (clang/test/CodeGenCXX/auto-var-init.cpp). llvm-svn: 371507
