Remove unnecessary const&s; NFC
It's uncommon to rely on temporary lifetime extension when having a
regular, non-`const&` value behaves identically. Since `Twine::str`
and `buildFixMsgForStringFlag` both return regular `std::string`s,
there's seemingly no point in having `const&` here.
