[SCEV] Move ScalarEvolutionExpander.cpp to Transforms/Utils (NFC).
SCEVExpander modifies the underlying function so it is more suitable in
Transforms/Utils, rather than Analysis. This allows using other
transform utils in SCEVExpander.
