[CMake][runtimes] Support monorepo layout with runtimes build
We introduce a new variable LLVM_ENABLE_RUNTIMES which works
similarly to LLVM_ENABLE_PROJECTS and allows specifying runtimes
that will be enabled in the runtimes build.
