[AMDGPU] Remove use of OpenCL triple environment and replace with function attribute for AMDGPU (CLANG)
- Remove use of the opencl and amdopencl environment member of the target triple for the AMDGPU target.
- Use a function attribute to communicate to the AMDGPU backend.
