[LLD][ELF] - Remove the excessive condition. NFC.
There is no need to check that In.DynSymTab != nullptr,
because `includeInDynsym` already checks for `!Config->HasDynSymTab`
and `HasDynSymTab` is the pre-condition for In.DynSymTab creation.
