Add a IsInstrumentationRuntimePresent SB API

This adds an SB API into SBProcess:
  bool SBProcess::IsInstrumentationRuntimePresent(InstrumentationRuntimeType type);
which simply tells whether a particular InstrumentationRuntime (read "ASan") plugin is present and active.
