Move the logic to post-process dynamic types for ValueObject purposes from the ValueObjects to the LanguageRuntime plugins
This is meant to cover cases such as the obvious
Base *base = new Derived();
where GetDynamicTypeAndAddress(base) would return the type "Derived", not "Derived *"
