[NFC][AArch64] Fix vector vsqadd intrinsics operands
Summary:
Change the vsqadd vector instrinsics to have the second argument as signed values, not unsigned,
accordingly to https://developer.arm.com/architectures/instruction-sets/simd-isas/neon/intrinsics
