[Builtins] ARM: Fix assembling files in thumb mode.
Summary:
clang does not assemble files in thumb mode unless .thumb declaration
is present. Add .thumb/.arm decl to _FUNCTION macros to ensure that
files are assembled correctly.
Fixes PR 34715.
