[libFuzzer][MSVC] Enable building libFuzzer with MSVC
Summary:
Enable building libFuzzer with MSVC.
* Don't try to include <endian.h> in FuzzerSHA1.cpp. MSVC
doesn't have this header, and WINDOWS is always little
endian (even on ARM)
