[Sanitizer] Refactor SanitizerArgs parsing in Driver.
Remove flag parsing details from the public header.
Use SanitizerSet to represent the set of enabled sanitizers.
Cleanup the implementation: update the comments to
reflect reality, remove dead code.
No functionality change.
