Remove Value::isPointerDereferenceable; NFCI
... and merge into `Value::getPointerDereferenceableBytes`. This was
suggested by Artur Pilipenko in D20764 -- since we no longer allow loads
of unsized types, there is no need anymore to have this special logic.
