[AArch64][SVE] Implement floating-point comparison & reduction intrinsics
Summary:
Adds intrinsics for the following:
- fadda & faddv
- fminv, fmaxv, fminnmv & fmaxnmv
- facge & facgt
- fcmp[eq|ge|gt|ne|uo]
