SubtargetFeature: Increase MAX_SUBTARGET_FEATURES
The ARM target is getting really close to the current limit of 128
subtarget features already breaking out of tree enhancements. Increase
the size once more to 196.
I filed http://llvm.org/PR31926 to request a proper solution.
