opt-viewer: fix HtmlFormatter encoding
Summary: Small fix to HtmlFormatter, defaults to ascii encoding, so utf-8 output may get `UnicodeEncodeError: 'ascii' codec can't encode character ... ordinal not in range(128)` during write.
