[sanitizer] More dead code removal
Summary:
The following functions are only used in tests: `SetEnv`,
`SanitizerSetThreadName`, `SanitizerGetThreadName`. I don't think they are
going to be used in the future, and I propose to get rid of them, and associated
tests and include.
