CMake: Make libxml2 show up in --system-libs (PR36660)
lib/WindowsManifest/CMakeLists.txt adds it to LLVM_SYSTEM_LIBS on that
target, but it was never getting picked up in
tools/llvm-config/CMakeLists.txt.
