[X86][SSE] Auto upgrade PADDS/PSUBS intrinsics to SADD_SAT/SSUB_SAT generic intrinsics (clang)
This emits SADD_SAT/SSUB_SAT generic intrinsics for the SSE signed saturated math intrinsics.
