clang-format: Add support for formatting (some) lambdas with explicit template parameters.
This patch makes cases work where the lambda's template list doesn't
contain any of + - ! ~ / % << | || && ^ == != >= <= ? : true false
(see added FIXME).
Ports r359967 to clang-format.
