[analyzer] Replace "-analyzer-ipa" with "-analyzer-config ipa".
The idea is to eventually place all analyzer options under
"analyzer-config". In addition, this lays the ground for introduction of
a high-level analyzer mode option, which will influence the
default setting for IPAMode.
