clang-format: Correctly mark preprocessor lines in child blocks.
This prevents contracting:
auto lambda = []() {
int a = 2
#if A
+ 2
#endif
;
};
into:
auto lambda = []() { int a = 2
#if A + 2
#endif ; };
Which is obviously BAD.
This fixes llvm.org/PR22496.
