[AArch64] Set FMOVS0 and FMOVD0 as isAsCheapAsAMove when needed.
If a subtarget has both ZCZeroing and CustomCheapAsMoveHandling features (now
only Kryo has both), set FMOVS0 and FMOVD0 isAsCheapAsAMove.
