[LICM] Use ICFLoopSafetyInfo in LICM
This patch makes LICM use `ICFLoopSafetyInfo` that is a smarter version of LoopSafetyInfo that leverages power of Implicit Control Flow Tracking to keep track of throwing instructions and give less pessimistic answers to queries related to throws.
