Instead of DL_DIR, the package should now use $(PKG)_DL_DIR to ease the
transition into a new directory structure for DL_DIR.

spidev_test has further evolved after kernel version 3.15, which
is the most recent version that could be built in this package.
This change allows to build the latest version of spidev_test if
the toolchain's kernel header version allows it. In this way, when
building with a newer toolchain, we are able to benefit from the
added functionality offered by the newest version of the tool.

We want to use SPDX identifier for license strings as much as possible.
SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+.
This change is done by using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/\<GPLv2\>/GPL-2.0/g'

spidev.h needs _IOC_SIZEBITS. Add linux/ioctl.h for that to fix build under
musl.
The patch suggested upstream (https://patchwork.kernel.org/patch/9276909/)
does not apply to the spidev_test.c version we currently use. A backported
patch would break once we bump spidev_test.c. A bump+patch solution would
break if/when upstream accepts this patch. That's why this commit uses the
unusual sed patching to keep compatibility with current and future
spidev_test.c versions.

[Thomas: instead of building spidev_test directly from the source in
$(BR2_DL_DIR), use SPIDEV_TEST_EXTRACT_CMDS to copy the downloaded
source to the build directory, and build it from here. Allows to
manually tweak the source in the build directory for testing, allows
to apply patches over the source if needed, etc.]
