package/{mesa3d, mesa3d-headers}: bump version to 17.1.3
Patch 0006 is no longer needed as the fix is already upstream.
Confirmed that the colors are displayed correctly when running the
Qt5CinematicDemo application on i.mx6.
Patch 0007 is already applied upstream.
