Revert "boost: bump to version 1.63.0"

This reverts commit 7b9b0e321590d6584c4164b9b04c9603075fd5e2, which is
causing way too many build issues in our autobuilders.

+getchar() is defined as a macro in uClibc. This hits gcc bug 58952 [1] for all
+gcc version <= 4.8.2 and building boost/test fails:
