Whitespace fixes.
The LICENSE file referred to a mix of licenses but only listed MIT.
Add an Apache fallback for anything that isn't explicitly stated.

This rebases the OpenBMC kernel tree on a 4.18 base. This includes
patches backported from 4.19-rc1 and out of tree patches.
