Add phosphor-hwmon config file for the PCIE temp
Adding this so phosphor-hwmon will put this temp on
D-Bus so fan control and others can use it.
It's provided by a TMP275 at bus 9, address 0x4A. It
measures the air temperature by the PCIE slots.
Resolves openbmc/openbmc#2411
