meta-romulus: Enforce PAGE settings prior to vrm adjusts
Similar to Witherspoon, Romulus avs-disable/enable scripts need to
enforce the PAGE setting. Otherwise host may fail to boot
intermittently due to AVS command failure in hostboot.
