Start by testing offloaded routes are functional at scale by passing traffic on each one of them in turn. Add a wrapper that provides us with good/bad target numbers for the Spectrum ASIC. This is the first case of a HW-only test - in order to test the devlink resource a driver capable of exposing resources has to be provided first.
