Add the ACL related protocol definitions which were added in the NFSv4.1
specification.
(But we're not using them yet.)

The enum nfs4_acl_whotype is only used in nfs4d's internal nfs4 acl
representation. No longer expose it to user space.

The u64 type is not defined in any exported kernel headers, so trying to
use it will lead to build failures.
