Rename the NEXT_RX_DESP_IDX macro to NEXT_DESP_IDX, so that it better
can be used for TX ops as well. This will be used in the upcoming
MT7628/88 support (same functionality for RX and TX in this macro).

Currently all QDMA registers are named "MTK_QDMA_foo" in this driver
with one exception: MTK_QMTK_INT_STATUS. This patch renames
MTK_QMTK_INT_STATUS to MTK_QDMA_INT_STATUS so that all macros follow
this rule.

MAC TNL interrupt is used to collect statistic info about
link status changing suddenly when netdev is running.
But when stopping netdev, the enabled MAC TNL interrupt is
unnecessary, and may add some noises to the statistic info.
So this patch disables it before stopping MAC.

This patch changes print level of RAS error log from warning to error.
Because RAS error and its recovery process could cause application
failure. Also uses %u instead of %d when the parameter is unsigned.

The pointer type parameter should be declare as const for preventing
from its pointed value being unexpected modified.
The uninitialized variable can not be return directly. The default
return value is 0 if no abnormal result.
This patch fixes the preceding two errors, deletes redundant
declaration of a function and align one parameter.

This does not impact neither beneficts bandwidth but it does reduces CPU
usage because without the feature all the entire packet is memcpy'ed,
while that with the feature only the header is.

TX Timestamp in XGMAC comes from MAC instead of descriptors. Implement
this in a new callback.
Also, RX Timestamp in XGMAC must be cheked against corruption and we need
a barrier to make sure that descriptor fields are read correctly.

The patch adds driver interface for reading the config attributes from user
provided buffer, and updates these values on nvm config flash partition.
This is basically an expansion of our existing ethtool -f implementation.
The management FW has exposed an additional method of configuring some of
the nvram options, and this makes use of that. This implementation will
come into use when newer FW files which contain configuration directives
employing this API will be provided to ethtool -f.

Now that the Realtek PHY driver maps the vendor-specific EEE registers
to the standard MMD registers, we can remove all special handling and
use the generic functions phy_ethtool_get/set_eee.

The tx_done_tasklet tasklet is used in invoke the hrtimer
(mvpp2_hr_timer_cb) in softirq context. This can be also achieved without
the tasklet but with HRTIMER_MODE_SOFT as hrtimer mode.

rtl8169_free_rx_databuff is used in only one place, so let's inline it.
We can improve the loop because rtl8169_init_ring zero's RX_databuff
before calling rtl8169_rx_fill, and rtl8169_rx_fill fills
Rx_databuff starting from index 0.

Refactor data structures that are shared between flows in tc.
Currently, all cls API hardware offloads driver callbacks require caller
to hold rtnl lock when calling them. Cls API has already been updated to
update software filters in parallel (on classifiers that support
unlocked execution), however hardware offloads code still obtains rtnl
lock before calling driver tc callbacks. This set implements support for
unlocked execution of tc hairpin, mod_hdr and encap subsystem. The
changed implemented in these subsystems are very similar in general.
The main difference is that hairpin is accessed through mlx5e_tc_table
(legacy mode), mod_hdr is accessed through both mlx5e_tc_table and
mlx5_esw_offload (legacy and switchdev modes) and encap is only accessed
through mlx5_esw_offload (switchdev mode).
1.1) Hairpin handling and structure mlx5e_hairpin_entry refactored in
following way:
- Hairpin structure is extended with atomic reference counter. This
approach allows to lookup of hairpin entry and obtain reference to it
with hairpin_tbl_lock protection and then continue using the entry
unlocked (including provisioning to hardware).
- To support unlocked provisioning of hairpin entry to hardware, the entry
is extended with 'res_ready' completion and is inserted to hairpin_tbl

simultaneously. During new flow creation or neigh update event all of
encaps that flow is attached to must be accessed together as in atomic
manner, which makes usage of per-entry lock infeasible.
- Encap entry is extended with new flows_lock spinlock to protect the
list when multiple concurrent tc instances update flows attached to
the same encap entry.

It is desired to use unique port indices when multiple pci devices'
devlink instance have the same switch-id.
Make use of vhca-id to generate such unique devlink port indices.
