Eliminate one more use of 'struct timeval' from the kernel so
we can eventually remove the definition as well.

The kernel supports the new format with a 64-bit time_t version
of timeval here, so use that instead of the old timeval.

Pull driver core and debugfs updates from Greg KH:
 "Here is the "big" driver core and debugfs changes for 5.3-rc1

  It's a lot of different patches, all across the tree due to some api
  changes and lots of debugfs cleanups.

  Other than the debugfs cleanups, in this set of changes we have:

   - bus iteration function cleanups

   - scripts/get_abi.pl tool to display and parse Documentation/ABI
     entries in a simple way

   - cleanups to Documenatation/ABI/ entries to make them parse easier
     due to typos and other minor things

   - default_attrs use for some ktype users

   - driver model documentation file conversions to .rst

   - compressed firmware file loading

   - deferred probe fixes

  All of these have been in linux-next for a while, with a bunch of
  merge issues that Stephen has been patient with me for"

When calling debugfs functions, there is no need to ever check the
return value.  The function can work or not, but the code logic should
never do something different based on this.

If the DLM lowcomms stack is shut down before any DLM
traffic can be generated, flush_workqueue() and
destroy_workqueue() can be called on empty send and/or recv
workqueues.

Insert guard conditionals to only call flush_workqueue()
and destroy_workqueue() on workqueues that are not NULL.

The kobj_type default_attrs field is being replaced by the
default_groups field, so replace the default_attrs field in dlm_ktype
with default_groups. Use the ATTRIBUTE_GROUPS macro to create
dlm_groups.

Add options to strictly validate messages and dump messages,
sometimes perhaps validating dump messages non-strictly may
be required, so add an option for that as well.

Since none of this can really be applied to existing commands,
set the options everwhere using the following spatch:

    @@
    identifier ops;
    expression X;
    @@
    struct genl_ops ops[] = {
    ...,
     {
            .cmd = X,
    +       .validate = GENL_DONT_VALIDATE_STRICT | GENL_DONT_VALIDATE_DUMP,
            ...
     },
    ...
    };

For new commands one should just not copy the .validate 'opt-out'
flags and thus get strict validation.
