CONFIG_BRCMDBG selects WANT_DEV_COREDUMP but is only used by
brcmfmac so reflect that in the Kconfig.

The number of Kconfig items related to brcmfmac is considerable and
upcoming changes will add some more so it seems good idea to have
a separate Kconfig file for brcmfmac.

Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

Remove dependencies on HAS_DMA where a Kconfig symbol depends on another
symbol that implies HAS_DMA, and, optionally, on "|| COMPILE_TEST".
In most cases this other symbol is an architecture or platform specific
symbol, or PCI.

Generic symbols and drivers without platform dependencies keep their
dependencies on HAS_DMA, to prevent compiling subsystems or drivers that
cannot work anyway.

This simplifies the dependencies, and allows to improve compile-testing.

<title>brcmfmac: update BRCMFMAC symbol description</title>

For quite some time now brcmfmac supports 802.11ac chipsets and it's
not limited to embedded devices only. There are even standalone PCIe
cards based on BCM43602 or BCM4366.
