docs: kbuild: convert docs to ReST and rename to *.rst

The kbuild documentation clearly shows that the documents there are written at different times: some use markdown, some use their own peculiar logic to split sections. Convert everything to ReST without affecting too much the author's style and avoiding adding uneeded markups. The conversion is actually: - add blank lines and identation in order to identify paragraphs; - fix tables markups; - add some lists markups; - mark literal blocks; - adjust title markups. Documentation/networking/ is full of cryptically named files with driver documentation. This makes finding interesting information at a glance really hard. Move all those files into a directory called device_drivers (since not all drivers are for device) and fix up references. AFAIK the only version of smc9194.c with Mac support is the one in the linux-mac68k CVS repo, which never made it to the mainline. Despite that, from v2.3.45, arch/m68k/config.in listed CONFIG_SMC9194 under CONFIG_MAC. This mistake got carried over into Kconfig in v2.5.55. This howto made sense in the 1990s when users had to manually configure ISA cards with jumpers or vendor utilities, but with the implementation of PCI it became increasingly less and less relevant, to the point where it has been well over a decade since I last updated it. And there is no value in anyone else taking over updating it either. However the references to it continue to spread as boiler plate text from one Kconfig file into the next. We are not doing end users any favours by pointing them at this old document, so lets kill it with fire, once and for all, to hopefully stop any further spread.
