netronome: fix ipv6 link error

When the driver is built-in but ipv6 is a module, the flower support produces a link error: drivers/net/ethernet/netronome/nfp/flower/tunnel_conf.o: In function `nfp_tunnel_keep_alive_v6': tunnel_conf.c:(.text+0x2aa8): undefined reference to `nd_tbl' Add a Kconfig dependency to avoid that configuration. net: devlink: select NET_DEVLINK from drivers

Some drivers are becoming more dependent on NET_DEVLINK being selected in configuration. With upcoming compat functions, the behavior would be wrong in case devlink was not compiled in. Being able to build devlink as a module causes growing pains. First all drivers had to add a meta dependency to make sure they are not built in when devlink is built as a module. Now we are struggling to invoke ethtool compat code reliably. Make devlink code built-in, users can still not build it at all but the dynamically loadable module option is removed. Support for the PF driver is about to be added and will share much of the code. When the VF driver was added we planned to maintain the PF driver as a separate module but have decided that for our simple use case just maintaining a single module is more reasonable.
