When the driver is built-in but ipv6 is a module, the flower
support produces a link error:

drivers/net/ethernet/netronome/nfp/flower/tunnel_conf.o: In function `nfp_tunnel_keep_alive_v6':
tunnel_conf.c:(.text+0x2aa8): undefined reference to `nd_tbl'

Add a Kconfig dependency to avoid that configuration.

Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

<title>net: devlink: select NET_DEVLINK from drivers</title>

Some drivers are becoming more dependent on NET_DEVLINK being selected
in configuration. With upcoming compat functions, the behavior would be
wrong in case devlink was not compiled in. So make the drivers select
NET_DEVLINK and rely on the functions being there, not just stubs.

Being able to build devlink as a module causes growing pains.
First all drivers had to add a meta dependency to make sure
they are not built in when devlink is built as a module.  Now
we are struggling to invoke ethtool compat code reliably.

Make devlink code built-in, users can still not build it at
all but the dynamically loadable module option is removed.

Add a very rudimentary active buffer management NIC support.
For now it's like a core NIC without SR-IOV support.  Next
commits will extend its functionality.

It's reasonable to assume that if user selects to build the NFP
driver all offload capabilities will be enabled by default.
Change the CONFIG_NFP_APP_FLOWER to default to enabled.

Support for the PF driver is about to be added and will share
much of the code.  When the VF driver was added we planned to
maintain the PF driver as a separate module but have decided
that for our simple use case just maintaining a single module
is more reasonable.  Rename the driver to just "nfp" and update
the Kconfig.

While at it remove latent references to NFP3200.
