This patch corrects the SPDX License Identifier style
in header file related to Siano Mobile Silicon Digital TV.
For C header files Documentation/process/license-rules.rst
mandates C-like comments (opposed to C source files where
C++ style should be used)

Changes made by using a script provided by Joe Perches here:

Checkpatch wants to use 'help' instead of '---help---':

	WARNING: prefer 'help' over '---help---' for new help texts

Let's change it globally at the media subsystem, as otherwise people
would keep using the old way.

This can be done with c99 initializers, which makes the code cleaner
and more transparent. It does require gcc 4.6, because of this bug
in earlier versions:

	https://gcc.gnu.org/bugzilla/show_bug.cgi?id=10676

Since commit cafa0010cd51 ("Raise the minimum required gcc version to
4.6"), this is the case.

The implementation of strscpy() is more robust and safer.

That's now the recommended way to copy NUL terminated strings.

The siano's debugfs register logic is optional: it should be ok
if it fails. So, no need to check if debufs register succeeded.
