Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

The pasemi MSI code is currently always built when MPIC=y &amp;&amp; PCI_MSI=y.
It should not have any effect on other platforms, because it immediately
checks the MPIC's compatible property for "pasemi,pwrficient-openpic".

However it's odd that it's still built even when PASEMI=n. It also
needn't be in sysdev, as it's only used by pasemi. So move it into
platforms/pasemi, whereby it will only be built for PASEMI=y.

Setup i2c_board_info based on device tree contents.  This has to be
a device_initcall since we need PCI to be probed by the time we
run it, but before the actual driver is initialized.

pasemi: DMA engine management library

Introduce a DMA management library to manage the various DMA resources
on the PA Semi SoCs. Since several drivers need to allocate these shared
resources, provide some abstractions as well as allocation/free functions
for channels, etc.

Glue code to hook up the pata_platform on the PA Semi Electra eval board.
CFE sets up device tree entries for the IDE interface, with device type
'ide' and compatible field 'electra-ide'.

We unfortunately need to modify the resources before calling the generic
platform driver, since the device tree only has one register window in
it and the driver expects two.  Adding this as an of_platform driver
instead doesn't give us any benefit, it just adds one more layer of
register/probe functions.

Since CONFIG_PATA_PLATFORM depends on CONFIG_EMBEDDED, add that as a
default for PPC_PASEMI.

arch/powerpc/platforms/pasemi/gpio_mdio.c really depends on CONFIG_PHYLIB.
Add a config option for it, allow for it to be disabled if needed and fix
the dependency.
