In commit cb9e4d10c448 ("[POWERPC] Add support for 750CL Holly board")
new functions were added. Since most of these functions can be made
static, make it so.

Both holly_power_off and holly_halt functions were not changed since
they are unused, making them static would have triggered the following
warning (treated as error):

Silence the following warnings triggered using W=1:

'nobats' kernel parameter or some options like CONFIG_DEBUG_PAGEALLOC
deny the use of BATS for mapping memory.

This patch makes sure that the specific wii RAM mapping function
takes it into account as well.

Pull Kconfig file consolidation from Masahiro Yamada:
 "Consolidation of bus (PCI, PCMCIA, EISA, RapidIO) config entries by
  Christoph Hellwig.

  Currently, every architecture that wants to provide common peripheral
  busses needs to add some boilerplate code and include the right
  Kconfig files. This series instead just selects the presence (when
  needed) and then handles everything in the bus-specific Kconfig file
  under drivers/"

There is no good reason to duplicate the PCI menu in every architecture.
Instead provide a selectable HAVE_PCI symbol that indicates availability
of PCI support, and a FORCE_PCI symbol to for PCI on and the handle the
rest in drivers/pci.
