Since commit [e58aa3d2: genirq: Run irq handlers with interrupts disabled], We run all interrupt handlers with interrupts disabled and we even check and yell when an interrupt handler returns with interrupts enabled (see commit [b738a50a: genirq: Warn when handler enables interrupts]). So now this flag is a NOOP and can be removed. Add missing #inclusions of to a whole bunch of files that should really include it. Note that this can replace #inclusions of . This is required for the patch to sort out irqflags handling function naming to compile on MIPS. cpumask: convert struct clock_event_device to cpumask pointers.

Impact: change calling convention of existing clock_event APIs struct clock_event_timer's cpumask field gets changed to take pointer, as does the ->broadcast function. Another single-patch change.
