This renames BOARD_LATE_INIT to CONFIG_BOARD_LATE_INIT.
Along the way it removes some leftover
#define BOARD_LATE_INIT 1
and adds some basic documentation for board specific
callbacks in README.

The top level Makefile does not do any recursion into subdirs when
cleaning, so these clean/distclean targets in random arch/board dirs
never get used. Punt them all.
MAKEALL didn't report any errors related to this that I could see.

Minimal platform support to boot linux from SD.
Supported devices/hw limited to external MMC/SD slot,
GPIO, I2C and minimal PRCMU.
