drivers/rtc: add support for Qualcomm PMIC8xxx RTC
Add support for PMIC8xxx based RTC. PMIC8xxx is Qualcomm's power
management IC that internally houses an RTC module. This driver
communicates with the PMIC module over SSBI bus.
