preempt-locking.txt: standardize document format
Each text file under Documentation follows a different format. Some doesn't even have titles! Change its representation to follow the adopted standard, using ReST markups for it to be parseable by Sphinx: - mark titles; - mark literal blocks; - adjust identation where needed; - use :Author: for authorship. +========
Data protection under preemption is achieved by disabling preemption for the
duration of the critical region.
-preempt_enable() decrement the preempt counter
-preempt_disable() increment the preempt counter
-preempt_enable_no_resched() decrement, but do not immediately preempt
-preempt_check_resched() if needed, reschedule
-preempt_count() return the preempt counter
