This commit un-conditionally updates MDRT count in call_host_runtime_setup(). At present OPAL doesn't support MPIPL and hence its not updating MDRT ntuple in SPIRAH...resulting in writeActualCount() to fail. And we endup in system terminate state (at least in FSP system). Lets make sure attribute contains valid MDRT count before calling saveActualCount(). Instead of this, now we will just look if any GARD records were created as part of the error found in the FFDC. If a gard was found , Hostboot will stop trying to recover the SBE and instead enter a reconfig loop to try and IPL w/ the target garded out. Bit 0 in the doorbell reg tells hostboot that the SBE has put a message in the communication registers. Once hostboot sees this it is responsible for clearing that bit so the SBE knows it can send another msg. We are seeing a problem in simics where hostboot is not clearing this bit, we think its because when hostboot checks if the bit is set, the simics has not set the value yet, so hostboot never clears it. This change adds a retry in simics so we will re-read the doorbell register if we take a PSU interrupt and the doorbell register is saying its empty. We are hoping this wait+retry will give the simics models enough time to catch up if this is indeed the problem. This issue has not been observed in real HW. This was happening because if the SKIP_WAKEUP attribute is not set then PM_RESET will attempt to enable special_wakeup on all of the EX targets before enabling auto-special wakeup. We are then expecting special wakeup done bit to be set on all of th EX targets prior to enabling auto-special wakeup on the target. IF SPCWKUP_COUNT is still set to a non-zero value from the previous IPL the call to enable special_wakeup will result in a no-op so the special wkup done bit will never be set in the GPMMR. The change here is for HBRT to handle a new return code from PHYP that indicates this situation. This RC will be treated as a success, thus allowing the subsequent scom operation to pass.
