The memory map can be modified by the SBE such that the XSCOM
BAR is not in the default location. The BAR value is passed up
through the bootloader into hostboot.

If the master processor has no memory behind it the entire
memory map must be modified. Each processor has its own statically
defined map that covers both memory and MMIOs. If the master
has no memory, its memory map is swapped with another processor.
Each processor gets a new effective fabric id that is then used
to compute all of the BAR values for those processors.
The SBE boots with a certain memory map programmed into the master
processor. That value is then passed up through the bootloader
into Hostboot. This value is compared to the BAR values that
Hostboot assumes it is using. Based on that comparison, various
attributes are computed to match the effective fabric positions.

There is a shared resource between the XSCOM and LPC logic that
leads to errors at the XSCOM level causing errors to be detected
during LPC operations. This commit adds an external interface
to access block LPC operations while an XSCOM operation is in
flight.

Implemented a set of macros and constants that can be used
everywhere to translate a PIR into its component parts
and pull out individual pieces of data from a complete
PIR.
Also added and updated the references to the old
ATTR_FABRIC_NODE_ID with ATTR_FABRIC_GROUP_ID.

This commit re-enables the test modules that were shut off for the
initial start of of the p9 simics model. Most of the changes were
updating hardcoded values and changing the definition of a "fail"
for some of the test that were assuming certain components to be
contained in the system

Some code (PRD) chooses to commit errors from register accesses
immediately and then continue on. If the error ends up
deconfiguring a target that can then lead to even more confusing
results downstream.

A number of test cases were writing to the SCAN select register
and if the SCAN device driver unit tests were running at the same
time they would clobber each other. Moved the other test cases to
utilize a core scratch register instead.

A new script called genErrlParsers will scan the Hostboot code for
error log tags and create a SRC parser for each component. The
script will also scan the Hostboot code for plugin directories
containing User Detail Data parsers and will create a makefile
that is used by the FSP to build each component's SRC/UD parser.

Added support to XSCOM remote processor.
Create testcase to perform an xscom on the remote processor
Testing on a multip chip murano environment.
Removed XSCOM_CHIP_INFO attribute.
Now using FABRIC_NODE_ID and FABRIC_CHIP_ID

Previously the code was calling into targeting, to determine the
XSCOM base address for the target, while holding the HW thread's
XSCOM mutex. This can cause a deadlock where PNOR is unable to
be accessed because some thread is accessing targeting content
which is not paged in but is also holding the XSCOM mutex. Moved
mutex claiming to after targeting address lookup.
