Previously a hacked up copy of OCMB presence detection that always
returned that the OCMB was present. This commit will actually look up
the VPD to determine if the OCMB is present or not.

Fixes VPD writes in runtime code to include the node HUID of the target
whose VPD is to be written in the communication to FSP so that FSP can
apply the update to the VPD within the correct node

- On an OpenPower system VPD can come from either the cache
(in PNOR) or off of the real HW system.
- Previously the option was just to read from the cache which
wasn't always present

We turned off some VPD tests when we branched to include
cumulus. However, the VPD is different between the two and the
tests have to be different to match. This commit splits up the
testing array into two and tests depending on what system we're on.
I picked out a random sampling of VPD keyword record pairs.

Memory VPD contents have changed since the cards have been
built so we need to provide a method to override the data
as part of a FW build. We have done the same thing
previously for the MEMD record on the Nimbus machines
so will use the same design here for SPDX.
As part of this change, the previous MEMD support was
refactored to be completely generic so a single code path
can be used for any arbitrary record.

Node0 VPD memory is being used for all nodes because we were
using a Singleton pointer across modules. This is a problem
because static memory is specific to each module which meant
we were getting a new copy of the AttrRP object instead of
the real version that had real data in it.
The change here is to create a new static interface that
external modules can call to retrieve the node associated
with a given Target.
There is also a change to cache this data into a map as I
noticed hundreds of accesses during the one function call
I was using to test with.

There are some items that applied to a single node implementation that can
be removed after all dependencies on them have been removed by other tasks.
This single node support is being moved/removed. Also a check is being
added to the VPD support so the node value does not index beyond the end
of the array of reserved memory addresses.

There was an issue where the system serial number was not
updating properly in hostboot. The problem is that changing
just the system serial/part number does not trigger FRU update on
our side. The fix is to add an explicit check for SN/PN in
the code path that compares SEEPROM and PNOR records/keywords
for TYPE_NODE targets only.

The design has changed for how the potential collisions with OCC
on i2c are handled. Instead of using PHYP we will rely on the FSP
code to handle the lock for the DIMMs on FSP systems and OPAL for
OP systems.

Adding this lock mechanism to handle contention between
the Host and OCC. Using the Host's lock as a proxy for any
operations we want the FSP to do for us. HBRT will now call
to lock the master i2c, then call down to the FSP to do the
VPD write, then call to unlock the master.

For every instance where a firmware_request is made, it is possible
to get an error if the FSP is doing a reset/reload. Now, if an
error returned from the firmware_request call indicates that the
FSP is doing a reset/reload, the firmware_request call will be made
again. Also refactored the code. Consolidated the calls to
firmware_request to another file to facilitate the adding/updating
of messages.

The GenericFspMboxMessage_t struct has been expanded to provide
a lot more data than before. The highlights are that it now
carries the data size, an error only flag, a sequence number
and a magic number to identify the message. An initialize
method has been provided to set some of these to default
values. In addition the message types are consolidated into
one enum. All enums have a prefix of GFMM to avoid name
collisions. The sequence number is an auto incrementing
number so we can keep track if the messages are received out
of order.

The Generic FSP message protocol that goes over the mailbox
uses a single buffer for the request and the response. The PHYP
code enforces this and will reject messages where the two buffer
sizes are not equal.

In the existing code the Record Type (RT) keyword value is treated as
special and not readable. But I don't see any reason it shouldn't be
readable like all of the other keywords in a record.

This commit adds support for a separate version of the MEMD
VPD. In the PNOR, we will have a new optional section that
will contain multiple versions of the MEMD VPD. This code
adds the functionality to loop through the different versions
and check the VM keyword to find a matching one.

This commit adds in an additional hwp needed for the SBE conditions
handling, p9_get_sbe_msg_register. This HWP pulls out the SBE
register and determines if it got to runtime or not. From there
there are handler functions that decide what to do next.
