OPAL relocates itself after boot. During MPIPL, hostboot needs to access
relocated SPIRAH. Hence lets add support to get relocated payload base address.
OPAL will use SBE stash chip-op to send relocated address to SBE. During early
IPL SBE sends stashed data to hostboot. And hostboot will use that information
to find relocated payload (OPAL) base.
SBE stash chip op:

This commit looks at the NACA structure in the Primary PAYLOAD lid
to determine the final destination of the HDAT structure that the
FSP loaded into a temporary memory space using TCEs.

The Hypervisor needs a way to send down an address to the host so that
the host can account for the HRMOR moving and still be able to boot
on an MPIPL. To do this we are adding another subsection to the
existing reserved memory section which already was holding VPD and
attribute info. This subsection will serve as the HB-HYP communication
region. For now PHYP is the only hypervisor using this space and they
are only using it to store the HRMOR if they decide to move it. In order
for the hypervisor to easily find where to write the HRMOR we added an
address pointer to HDAT that hostboot will fill in to tell PHYP where to
write the HRMOR. This is all setting up for us to be able to read the
HRMOR after an MPIPL so that we can load the hypervisor in at the correct
address.

This commit makes changes in istep 16 to set up temporary memory
regions that the FSP will use to DMA-via-TCEs the PAYLOAD and HDAT
sections into memory in istep 20. Then in istep 21 Hostboot will
verify and move these sections to the final memory locations.

While updating some LPC logic a developer noticed a bug where
an errlog handle wasnt getting set to nullptr after it was deleted
this caused a confusing bug that took awhile to track. I noticed
that this bug was all over our code so this commit fixes a lot of
cases where variables get deleted but not set to nullptr

When looking up a host_data_section we need to check that a given
SPIRA contains the section we are looking for. This was breaking
on MPIPL because we attempt to collect dump related data sections
from the SPIRAS which was causing a fail.

Attribute overrides are stored in a separate tank of memory from
the regular attribute values. This tank will be added as an
additional reserved memory section for HBRT to consume (only if
overrides exist).
Also fixed a couple bugs encountered while testing:
- No longer crashes if an error is created inside the targeting
initialization code.
- Added reserved bytes to RHB definition.

In the future, attribute/targeting hdat data will be stored in main
store memory and hdat will just have a pointer to the memory location.
This is setting up the ability for hdat service to provide the memory
locations.

As an initial step towards our goal of booting from previous attr
data and not re-finding out targeting/attr data from PNOR, this commit
saves the targ/attr data that we put into HDAT to a memory address
that HB owns (phyp shouldn't ever touch) so that we can use the info
on the MPIPL path. Ideally this info would be coming from RT but that
is the next step. This just proves that it can be done and outlines
how we should do it.

PHYP modifies the location of the HDAT memory during a IO CM
operation. During a mpipl, during dump collection, HB will
cache the location of the SPIRA. This cache will be pointing
to the B side. Later in the boot the FSP repopulates the SPIRA
using the A side. HB needs to use the A side pointers instead.

Support loading a fake payload that simply naps all the threads.
I am not enabling this via the simics_MACHINE.system.xml files
because it causes drastic usability concerns for developers wanting
to use the debug tools. When the payload is launched, the HRMOR
changes, which means the debug tools no longer point at Hostboot.

The PAYLOAD_KIND variable determines what type of payload we are
going to load. However, in some cases we may run AVP payloads
in an environment where we would typically run something else.
In those cases the PAYLOAD_KIND is overwritten.

Implemented functions to load the Host Interface Data
into memory and retrieve pointers to specific pieces
of data therein.
