Inside call_host_runtime_setup() there is a call to
VPD::goldenCacheInvalidate(). This function invalidates our VPD
cache in PNOR in mfg-mode in order to allow manufacturing to modify
serial numbers at runtime and have those settings take effect on
the next boot. This has been in place since early P8 OpenPOWER.
In that same function is a call to RUNTIME::populate_hbRuntimeData().
This is where we copy the Hostboot data out into mainstore for HBRT
to use later on. One of those pieces of data is the VPD cache.
In January a fix went in for a different issue that moved where
populate_hbRuntimeData() was run, putting it *after* we clear it in
mfgmode. Obviously that isn't going to work so well...
This commit moves the invalidation later in the function so that it
is after we save off the cache again.

When proc0 doesn't have memory, and we are on a phyp system, we
don't need to swap our master proc and we can instead just swap
memory. This commit adds in the functionality to look for working
memory, and send both the group and chip ID down to HWSV.

The FSP DMAs-via-TCEs the PAYLOAD and HDAT sections into HRMOR-relative
memory on the master node. However, istep21's verifyAndMove() function
was not using HRMOR-relative physical addresses and failed when node0
was not configured. These changes should address this and similar
code using these address spaces.

Code for SP ATTN, COMM, and SBE FFDC areas has been extended to
all chips/nodes. The COMM area base address calculation is now
updated to use the lowest addressable location for the master
node.

The attribute, IS_MASTER_DRAWER, was being set in the function
host_sys_fab_iovalid_processing() (istep 18.9), unfortunately that
function is not called on single node systems.
Had to reverse the logic on the previous IS_MASTER_DRAWER attribute,
and make it an IS_SLAVE_DRAWER attribute. The reason is that there
is a limitation (bug?) which requires hb-only, volatile attributes
to have a default value of zero.

Current deconfig logic will deconfigure PHBs with a higher
unit position under a given pec, if we were deconfiguring
the PHB with a lower unit position. For example, PEC1
has PHB1 and PHB2. If we deconfigured PHB1, then we
would by association deconfigure PHB2 as well. However,
if we deconfigured PHB2, then we would not deconfigure PHB1.
This commit removes the logic where if PHB2 is deconfigured,
PHB1 is deconfigured as well. To summarize, the end result
is to be able to deconfigure PHB1 or PHB2 with no effect
on the other. HWPs will handle the hw limitations we have between PHBS.

If we fail to boot the slave SBE we should mark it in the istep
errlog to ensure that we fail the istep and perform a reconfig
loop.

Always force the SUL to be on, regardless of the status of
security on the system. This will lock down the SBE SEEPROM
and prevent writes to it. Do the setting of SUL after istep 10.2
after SBE is updated.

Previously the sbe_retry_handler had logic and wording that
assumed that it was being used to tell if the slave sbe booted or not.
However this code has many more use cases then that. Also there was some
indirect recursion that made the code hard to follow. With this refactor
the code should be easier to follow and the vocabulary used should be more
generic.

-Existing code ensures consistency of frequency data
across all modules in istep6.12.
-In a multi-drawer config this data needs to be
consistent across all drawers.
-Master drawer sends the frequency data to all the
other via IPC mechanism.
-This data is compared and error is returned if there
is a mismatch.

This commit resets the I2C buses connected to the TPMs early in
the IPL since the FSP can't do the reset for us as they lack a
FSI I2C connection to the TPMs.

This commit establishes a TCE Table and allocates the necessary
TCEs for each node in a multinode (ie, Fleetwood) system. It then
sets the corresponding node-level TCE attributes such that the FSP
can use these TCEs for PSI Diagnostics and DMAing-via-TCEs the
PAYLOAD and HDAT content.

We need to make sure that the TMP daemon message queue is flushed
prior to shutting down the daemon. A way to do that is to send the
extend separator message synchronously. That will allow for all of
the traces to be logged prior to shutdown.

Normally the OBUS PLL frequency is controlled via the MRW,
however P9NDD2.1 has a bug that forces the OBus freq to 25G.
Desire is to allow the MRW to set to a higher freq, but MRW

Previously in P8 when running the xbus scominit hwp we needed to
include duplicate connections IE xbus0->xbus1 and xbus1->xbus0 when
we look up what to run the xbus scominit hwp on. In p9 the HWP will
initialize both ends of the xbus connection when we pass both ends
into the xbus scominit hardware procedure

Neither NIMBUS or Cumulus was making the call to mss_thermal_init. For
Cumulus, the issue was trying to create a target list by getting a
list of chiplets when MEMBUF is a chip. For NIMBUS, well, the code
was not even there. For Nimbus a target list for the MCS, which is
chiplet in this case, is created and used during the call.

Existing code didn't support collecting the present chips
on all nodes (Hostboot instances) and updating all SBEs with
a system wide view. For non multi drawer configs it will just
update based on HB instance view. For multi drawer configs
the other hostboot instances will be queried for their configs,
aggregated, and then informed of the system wide view via IPC
commnuication.

If request to service processor to enable a memory voltage domain fails, delayed
deconfig any DIMMs tied to that voltage domain, so that in a reconfig loop the
system will boot, but without the affected DIMMs, rather than rebooting
endlessly.

Hostboot was expecting the incorrect order of data in messages sent
from the FSP -> PHYP -> HBRT where the SBE is requesting that HBRT
reset the SBE. This commit corrects the order and renames the struct
for the specific role its used in. Also this commit fixes the values
for the MESSAGE type sent by the FSP.

Previously we only supported platSpecialWakeup at runtime because
we were not worried about needed special wakeup as the cores would
not go into stop state during the IPL. However, now PM code is expecting
bits to be set by the p9 special wakeup hwp so we need to call it during
the IPL. This code makes the handleSpecialWakeup.C/H files compatible
with IPL time build environment and enables the call on the IPL time path

The only time that special wakeup should be called on the hostboot
platform is when it is called by other HWPs. PM_RESET will only
enable special wakeup if the SKIP_WAKEUP attribute is set to 0

The PM_RESET hwp calls special wakeup enable on all EX targets, then
will clear auto-special wakeup bit on the core if special wakeup is done.
In some cases hostboot does not want these steps of the PM_RESET. This
attribute gives the platform the ability to decide if they want to enable
special wakeup and clear autowakeup on the cores during PM_RESET

Istep 10.3 (host_set_voltages) has been moved to Istep 8.12
and needs to be no-oped. Executing host_set_voltages twice
causes crashes due to secureboot thinking we are trying to
skip an istep. Note that validateSecuritySettings that was
performed in 10.3 has now been moved to 10.4 (with the required
sub-routines).

The scom register 0xF000F, bit 57 tells us whether or not the fuse
has been blown on this processor. If it is set, that means that it
is up to hostboot to set the PAYLOAD_KIND attribute. We decide this
based on if we are in SMT4 or SMT8 mode, which is known during istep 6.
If we are in SMT4 and the fuse is blown, we can assume PAYLOAD_KIND is
OPAL, if we are in SMT8 and the fuse is blown, we are booting PHYP. In
a lab scenario on which a system has blown fuses, and we want to force
OPAL boot on a system we are forcing to be SMT8, we would have to apply
an attribute override to make ATTR_PAYLOAD_KIND = 0x2 . 0x2 is the enum
for SAPHHIRE as the payload kind.

- move p9_fab_iovalid to fab_iovalid common lib
to avoid conflicts with hwp lib
- doorbell_send to wake up the cores in istep18
- move block wakeup interrupts set later in the
istep 18 flow after we have suspended the mbox
and drained the interrupt queue

-Reordered start_payload to ensure that common things like
disabling special wakeup, closing down SBE windows, core xstop,
and clearing PM bars are executed as part of our shutdown path
-Due to above, needed to correct shared libs loaded on non master
HB instance
-Added back in the P8 code to pass the payload base to slave HB

-Enable IPC message to drawers to populate hdat
-Update HDAT HB reserved memory pointer allocation to
be based on the number of drawers in the system
-Modify reserved memory pointer allocator to allow
drawer specific range of reserved memory pointers
-Duplicate data in hdat will be resolved with a
follow on commit.

When Hostboot processes MPIPL information on istep 14.8
host_mpipl_service, it needs to preserve that information until it
can write it back into the Payload structure after PHYP's HDAT and
PAYLOAD are reloaded later in the IPL (istep 20 and 21).
