On a phyp based system, when we detect that memory is missing
behind master processor, we find a proc with memory and set
ATTR_PROC_MEM_TO_USE to its HRMOR. This commit adds this support
in hwas common code as HWSV will call this function, update SBE
mbox registers, and IPL the system.

In the Resource Recovery redesign, the Block Spec Deconfig attribute gets set
when a check for minimal hardware fails to find enough hardware, and it gets
cleared when there is a hardware change. Now, the Block Spec Deconfig attribute
will also be cleared when a target that had gard applied no longer has any gard
records.

Resource recovery is a RAS feature wherein we do not apply certain gard records
if those records would result in a boot fail due to a lack of hardware. Change
the logic from applying speculative deconfiguration one by one to applying all
predictive gard records and then removing those records if minimal hardware is
not available. Also add BLOCK_SPEC_DECONFIG attribute to flag when speculative
deconfiguration is not allowed. This flag is set if minimum hardware is not
available and is cleared after a hardware change.

We currently do not support attribute overrides for enum based
attributes. Therefore, change the type of
ATTR_MFG_WRAP_TEST_ABUS_LINK_SET_ENABLE to uint8_t and add
PROC_EFF_FABRIC_GROUP/CHIP_ID attributes to processMrw.

Due to fabric limitations, we can only have 2 OBUSes
enabled at a time. This commit deconfigures the OBUSes
that do not belong the set of links to enable in
this boot based on attributes.

-PRD will call this function in response to a core unit
checkstop detected by PHYP.
The new function will mark the core as non-functional
and call a hardware procdure to update the multicast
groups for cores and chiplets. The procedure
will also update the OCC core configuration status
and the quad core status registers which reflect the
number of enable cores/quad in the system at runtime.

Current deconfig logic will deconfigure PHBs with a higher
unit position under a given pec, if we were deconfiguring
the PHB with a lower unit position. For example, PEC1
has PHB1 and PHB2. If we deconfigured PHB1, then we
would by association deconfigure PHB2 as well. However,
if we deconfigured PHB2, then we would not deconfigure PHB1.
This commit removes the logic where if PHB2 is deconfigured,
PHB1 is deconfigured as well. To summarize, the end result
is to be able to deconfigure PHB1 or PHB2 with no effect
on the other. HWPs will handle the hw limitations we have between PHBS.

Corrected the deconfig code so that it will only deconfig a MBA if all
of its DIMMs have been deconfig'd. Added a testcase to confirm the
behavior.

Previously we tried to add this callout to some hwas code. This
caused FSP-CI to fail because the FSP has not implemented support

When no functional TPMs are detected, but TPMs are required, this
commit will capture the Security Registers of each processor in the
system and add them to the error log. It also updates how the
tpmMarkFailed() function links and commits various error logs.

When an EX is deconfigured, its parent EQ is deconfigured by association if all
resources under it happen to be deconfigured, even if some of those resources
are FCO deconfigures. Later, FCO deconfigures are removed to determine a new
FCO allocation. If an FCO resource is allocated under that deconfigured EQ,
the system may not boot, as those resources will appear to be orphaned. This
change reorders FCO/gard processing to clear the FCO deconfigures, apply
gard records, then allocate FCO resources, so that the EQ in the noted scenario
remains configured, allowing child FCO resources to be used.

CAPP GARD Records were being cleared after being applied on
Witherspoon machines. Witherspoon xml was overriding

We observed FCO cores front-loading to first processor followed by
the next and so on. This change mixes the FCO cores between the
processors evenly.

Deconfiguring the magic MCA and its parent MCBIST was causing
Maint UE to be reported on other slots. The deconfiguration logic
for magic MCAs will now be handled by the RC_MSS_ZCNTL hardware
procedure.

We do not support processor modules w/ different EC levels to be
on the same system. The rule is that all processors must match
the master processor. If this is not true then hostboot will TI.
Techically we could probably still boot and just gard out the
non-matching proc's but the use case for this will be lab/manufac.
For those cases we want the technician to know right away that they
put a module w/ the wrong DD level in a system.

This attempt to read the ID/EC data causes a spurious recoverable
error to be generated on each boot from the devicefw associator
which does not know how to read the BMC via FSI.

checkminimumHardware was not checking whether NX chiplet(s)
was/were speculatively deconfigured, which prevented resource
recovery from being triggered. checkminimumHardware now uses
the l_functional predicate for NX chiplets (as well as for
everything else).

A situation has occurred where an OBUS was not functional but its
child OBUS_BRICKs were, which doesn't make sense. This fix is to
implement checking for OBUS (parent) functionality as part of
OBUS_BRICK check and mark the OBUS_BRICKs not functional if their
parent is not functional.

Need to remove check in HWAS to ensure there is memory for master
processor.
An error log was added temporarily after detecting that proc0
lacked memory behind it. This error log is being removed so
that the memory remap processing can take place.

Changed the config flag HOST_HCDB_SUPPORT in file hwas/HBconfig
from default n (no) to default y (yes). This will force a check
on the hardware if it has been replaced/modified since last IPL
and eventually remove a stale gard if one is associated with
the hardware.

Currently on reconfig reboots only parts that are GUARDed
are remembered and reapplied.
- Add suport for a semi persisent PNOR partition,
HB_VOLATILE which Hostboot uses to keep track of the reconfig
reboots vs power off
- Add a new GUARD type specifically for reconfig loops
- Add RECALL_DECONFIG_ON_RECONFIG config flag to control
what gets added to GUARD partition
- During boot will add/clear guard records on deconfig based
on config flags and semi persisent state.

When pushing hb's attr/target type files to common-mrw-xml repo, we add
tags to represent which attributes are for openpower (bmc based system)
and which are for fsp based systems. All attributes in _hb files are
considered common for both platforms and do not have any tag. All
attributes in _openpower will get openpower tag and be only shown
to a system engineer if they are building a bmc based system.
Therefore, the source of the attribute file is important from now on.

Firmware doesn't currently support booting in a configuration
where there is no functional memory behind the master processor
(proc0). Added an explicit check to the 'minimum hardware'
logic to account for this to avoid confusing CRESP errors when
this scenario shows up.

The real HW EC is only a 2 digit number (Major.Minor). However,
for P9 we need to support some mini-EC values that go out another
digit. This commit lays the groundwork for HDAT to consume a new
attribute (ATTR_HDAT_EC) to push up to PHYP.
